Lawyer, with extensive experience in Administrative Law, advising public and private entities, especially in matters related to public contracting, infrastructure projects and administrative procedures, including sanctioning procedures. Since January 2016, he is Of Counsel at Garrigues, and previously he was head of the administrative law area at Ferrero Abogados. His professional career has been recognized by various specialized publications, including Chambers & Partners, Legal 500 and Leaders League.
He has been a member of decision-making bodies of INDECOPI, in matters of consumer protection and elimination of bureaucratic barriers. He is an arbitrator of the Arbitration Center of the Lima Chamber of Commerce, the Arbitration Center of the American Chamber of Commerce of Peru (AMCHAM) and the Center for Analysis and Conflict Resolution of the PUCP.
He is Principal Ordinary Professor of Administrative Law at the University of Piura, where he is also Director of the Master's Degree in Administrative Law and Market Regulation. He is a professor of various specialization courses, including some dictated to public entities, and postgraduate courses, both in Peru and abroad. He is a member of the Ibero-American Forum of Administrative Law, the International Institute of Administrative Law, among other academic organizations.

He has coordinated a collective work on administrative procedure and has authored numerous academic articles published in collective works and journals in Peru, Spain, Uruguay, the Dominican Republic, Puerto Rico, Venezuela and Panama. Some of his notable publications include articles on administrative penalty law, public procurement, arbitration proceedings with the State and administrative procedure.
