Portugal removes Hong Kong, Liechtenstein and Uruguay from tax havens list
Portugal reviews the list of countries, territories, or regions with clearly more favourable tax regimes (commonly referred to as 'tax havens'), excluding Hong Kong, Liechtenstein, and Uruguay from the list.
This change was approved by Ordinance no. 292/2025/1, of 5 September, which amends Ordinance no. 150/2004, of 13 February. This Ordinance entered into force on 6 September 2025 and takes effect from 1 January 2026.
This revision followed formal requests submitted by those jurisdictions under article 63-D (3) of the General Tax Law, further to positive opinions issued by the Portuguese Tax and Customs Authority.
The ordinance also clarifies that none of the three jurisdictions is included in the European Union list of non-cooperative jurisdictions, as updated by the Council of the European Union on 18 February 2025.
