On April 28 th 2023, the Mexican Senate approved a legislative reform granting the Ministry of Public Function (SFP) powers and authority to concentrate the planning, conduction and surveilling of the procurement of goods, services and public works of all of the federal government entities and agencies, except for Pemex, CFE, the Army and the Navy. Likewise, it was approved an amendment to the National Assets General Law in order to add new rules applicable to public tenders for the sale of federal real estate.

Royal Decree 34/2023 of January 24, 2023, amending the royal decree on improving air quality, the regulations on industrial emissions and on implementing the Law on integrated pollution prevention and control, and the royal decree on financial guarantees concerning waste, introduces significant environment-related amendments.

On March 27th Colombia’s Constitutional Court issued a press release, in connection with the D-14851 process, declaring the unconstitutionality of articles 66 (incentives relating to leniency programs) and 67 and 68 (new sanctioning regime) of Law No 2195/2022, due to vices during the legislative process of said law.

Decree-Law 11/2023, of 10 February (DL 11/2023) was published on 10 February, approving measures to simplify existing licensing, namely through the elimination of authorisations, licences, dispensable or redundant acts and procedures in relation to the protection of environmental issues, thus facilitating economic activity without compromising environmental protection.
