Mexico: Government launches new call for renewable generation and storage, including projects with CFE

Through this call, the Ministry of Energy (SENER) seeks to establish a specific and priority mechanism for the application and authorization of generation and electricity storage permits. Such projects may be developed in association with the Federal Electricity Commission (CFE).

On May 15, 2026, SENER published, in the evening edition of the Federal Official Gazette (DOF), the “Call for Strategic Projects for the Generation and Storage of Electric Energy Aligned with Binding Planning”.

In particular, the call aims to promote projects aligned with the binding planning of the sector, including those that may be developed in association with CFE. Likewise, SENER intends to structure and expedite regulatory processes through a coordinated scheme among sector authorities. This scheme does not introduce additional regulatory requirements but rather prioritizes and differentiates projects based on their technical robustness and their contribution to the development of the electricity sector.

Specifically, the call is addressed to parties interested in developing the following types of projects:

  • Renewable power generation plants with a capacity equal to or greater than 0.7 MW.
  • Stand-alone electricity storage systems with a capacity equal to or greater than 0.7 MW.

Accordingly, distributed generation projects, self-supply (in its various modalities), cogeneration projects, and those associated with generation permits granted prior to this call and currently in force are excluded from participation.

Likewise, for electricity storage systems, the call excludes: (i) systems that do not require a permit under applicable regulations; (ii) systems linked to transmission or distribution infrastructure; and (iii) systems associated with power plants or load centers that already hold valid permits or authorizations.

The Single Window for Strategic Energy Sector Projects (VUPE) will be the platform through which expressions of interest will be submitted and project files will be assembled.

Projects previously submitted or under review before the National Center for Energy Control (CENACE) or the National Energy Commission (CNE) may be recognized for purposes of this call, provided that interested parties ratify their application or project in accordance with the applicable mechanisms and that such projects are aligned with the binding planning applicable to generation and storage.

During the implementation of the call, SENER must update on a monthly basis the required, committed, and remaining capacity within the National Electric System (SEN), considering the results of previous calls, the processes related to CFE mixed development schemes, as well as the Electricity Sector Development Program (PLADESE).

In cases where a permit application is submitted, the CNE must verify the following information:

Stages, deadlines and activities of the call

It should be noted that the stages and activities set forth in the call apply depending on whether the project is developed as a project in association with CFE.

Where the opinion of the technical analysis group is favorable, the formalization of projects in association with CFE must comply with the applicable regulations until the execution of the corresponding legal and/or financial instruments or structures. Once the association is formalized, the following stages, deadlines, and activities shall apply for the granting of the relevant permits:

The reference for required capacity considers the requirements and results from previous calls, PLADESE, binding planning, and the operating conditions of the SEN.
