Mexico: Call for proposals published for joint development projects between the Federal Electricity Commission and private entities

Through this call for proposals, the government seeks to receive proposals for the development of power plants, under a joint development scheme with the Federal Electricity Commission, that can contribute to ensuring energy security and the reliable operation of the national electricity system.

On February 6, 2026, the Energy Ministry (SENER) and the Federal Electricity Commission (CFE) presented the "Call for CFE Joint Development Schemes," through which they seek private partners for the development of electricity generation projects under joint investment schemes in regions where a capacity requirement is identified.

The aim is to guarantee energy security, operational efficiency, environmental sustainability, and the reliability of the national electricity system (SEN) under public-private co-responsibility schemes and regulatory alignment.

Joint investment scheme

According to the call for proposals, joint investment schemes will be structured through Mexican trusts, in which the CFE will hold a 54% stake and the private partner 46%.

In this regard, the CFE will make contributions in kind, such as land, the purchase of long-term energy, and support in managing project permits. In contrast, private partners will make capital contributions through 100% of the liquid capital, and will carry out construction and development until commercial operation begins. Once that stage is reached, the CFE will operate the project.

Of the electrical energy produced, 70% will be purchased by basic and qualified service suppliers, and the remaining 30% will be sold on the wholesale electricity market (represented by CFE) or to a third party. There will also be an energy storage system under the tolling scheme with CFE.

Capacity requirement by region

Stages of the process

1. Registration of interest: February 9 to 20. This is done through the energy window, and there is classification, either by specific project defined by the CFE or by capacity or technology requirements by region.

2. Technical review and selection: February 20 to March 13.

3. Request for proposals: March 13.

4. Submission and evaluation: March 13 to 31.

5. Contract award, approval, and signing: April 1 to 26.

6. Completion of studies and permits: April 27 to October 30.

7. Start of construction: November 2026.

8. Start of commercial operation: 2028-2029.
