Juan has been a partner of the Administrative, Planning and Zoning and Environmental Law practice of Garrigues since 2025.

A practicing lawyer with over 20 years’ experience in public law, he specializes in the following areas:

• Claims and litigation: defense of domestic and international companies and funds in administrative proceedings and before the judicial review courts, with extensive experience in negotiating settlement agreements and securing their judicial approval.
• Life sciences and healthcare law: advice to companies in the life sciences and healthcare industry on the administrative regulations applicable to the entire product life cycle, including product development and clinical trials, marketing authorizations, market access, regulatory protection, pharmacovigilance, supply issues and product recalls, pricing and public reimbursement, as well as distribution and supply.
• Cosmetics industry: advice on the regulatory requirements applicable to cosmetic products, including product safety, composition, manufacturing, labeling, claims, placement on the market and cosmetovigilance, as well as legislation governing chemical substances, packaging and waste.
• Oil & Gas: recurring advice to companies engaged in the marketing of oil and gas products in relation to market access and pursuit of their activity, compliance with regulatory obligations, biofuels and sustainability, minimum security stock obligations, inspections and penalty proceedings.
• Environment: comprehensive advice on environmental risk prevention, environmental liability, waste and packaging management, discharges, emissions, noise regulation and the integrated water cycle.
• Planning and Zoning: analysis of planning and zoning aspects in the sale and purchase of land and property, and in the development, redevelopment and regeneration thereof; with particular expertise in negotiating conditions for the relocation of industrial activities in areas undergoing urban redevelopment. 
• Public procurement and utilities sectors: broad experience in assisting bidders in public procurement procedures, including contract amendments and rebalancing mechanisms, as well as advising lenders to concessionaires on the design of the security package associated with the financing.
• Cultural Heritage: expert in the sale and export of works of art.
