Xavier Ruiz de Loizaga Solé joined Garrigues in 2005 and has been a partner in the Administrative Law practice area since 2023. He has extensive experience in this practice area, in which he mainly specializes in public procurement and concessions, providing advice to private companies in a broad range of industries and businesses, as well as to public sector entities.

Specifically, in the public procurement area he provides ongoing advice to clients, preparing special procurement-related appeals against tender documents, exclusions and awards of contracts tendered by public sector entities, drafting special administrative terms of reference for contracting authorities and participating in contractual modification procedures, contractual interpretation, economic and financial rebalancing, contract assignments, subcontracts or contractual terminations, among others. He also prepares legal opinions, memos and reports on matters related to public sector contract regulations, taking into consideration the various rulings by the courts and the administrative bodies and tribunals specialized in public procurement as well as consultative panels on public procurement.

In addition, he also leads and advises clients on projects linked to regulated sectors such as transportation and water, on legal transactions involving assets with public sector entities (i.e. concessions, leases, surface rights, etc.) or the environment. Furthermore, he advises companies on all manner of penalty proceedings and handles the legal management of multiple judicial review proceedings (lawsuits) relating to myriad areas of administrative law. He regularly participates in project finance of public infrastructures.

He is fluent in Spanish, Catalan and English.

He is a member of the Barcelona Bar Association and of the Administrative Law Section of its Culture Committee.
