Viviana Díaz has served as a Senior Associate in the Administrative and Constitutional Law Department at Garrigues, Santiago de Chile office, since 2025.
She specialises in administrative law and regulated industries, with practical experience in the water and sanitation, gas, transport, telecommunications, and public infrastructure sectors. Her practice includes advising and acting for both public and private entities in administrative proceedings, public litigation, and legislative processes.
Viviana holds a law degree from University de Chile and a Master’s in Public Policy from University College London. She also holds various postgraduate diplomas.
Experience
Prior to joining Garrigues, Viviana worked as an Associate Lawyer at Barros, Letelier y González (2012–2015) and at Barros & Errázuriz (2015–2019). She also served as a Legal Adviser at Dirección de General de Concesiones, Ministerio de Obras Públicas (2020–2022), and as a Legislative Coordinator in the Minister’s Cabinet at the Ministerio de Transportes y Telecomunicaciones (2022–2025).
Viviana specialises in administrative law and regulated markets, with experience across various industries. Her practice includes advising and representing clients before regulatory bodies, for example, in tariff-setting and sanctioning procedures within the water and sanitation sector, as well as providing counsel on regulatory amendments in the gas market. She has actively participated in drafting tender documents for public - private partnerships projects and in the study and advising of private initiatives in this area. Furthermore, she has made a relevant contribution to the review and modification of regulation in the transport and telecommunications sectors.
Her experience spans advising public, private, and governmental entities on regulatory matters within these sectors, as well as in general administrative law. She has also represented clients in administrative proceedings before state agencies. Viviana has played a significant role in public law litigation and in the processing of legislative projects related to market regulation, contributing to the development of public policies directly impacting these industries. Thus, her practice encompasses both dispute resolution and the creation of regulatory frameworks in these sectors.
