Rocío is Senior Associate in the Administrative and Constitutional Law Department at the Madrid office.
She has extensive experience in regulated sectors, Administrative Law, and Environmental Law, with a special emphasis on the energy sector, particularly in the energy industry and renewable energies.
Additionally, Rocío provides advice in all areas of Administrative Law, including, among others, sanctioning matters, subsidies and public aid, environment, project implementation, and national and international due diligence procedures.
She holds a degree in Law and Political Science and Public Administration from the Autonomous University of Madrid and a Master of Laws (LLM) in International Transactions, from Centro de Estudios Garrigues.

Experience
Rocío is a Senior Associate in the Administrative and Constitutional Law Department in Madrid, which she joined in 2017.
She has experience in regulated sectors, Administrative Law, and Environmental Law, with a particular focus on the energy sector, especially the electricity and renewable energy sectors.
Rocío provides ongoing administrative and environmental advice to renewable energy developers in obtaining the necessary administrative permits for the construction and operation of projects, preparing reports and legal opinions on project feasibility, etc., as well as legal assistance and representation in administrative and contentious-administrative proceedings related to the promotion of renewable energies in administrative procedures (sanctions, allegations, administrative appeals, etc.) and contentious-administrative proceedings before courts of various instances.
She also has extensive experience in due diligence procedures in national and international acquisition and financing processes from the perspective of Administrative, Urban Planning, and Environmental Law.
Rocío also has solid experience in advising on all areas of Administrative Law, including, among others, sanctioning procedures both in administrative and judicial channels, public aid and subsidies (applications, reimbursement procedures, etc.), urban planning, industrial environment, etc.
Academic background
- Double Degree in Law and Political Science and Public Administration from the Autonomous University of Madrid (UAM).
- Master’s Degree in Access to the Legal Profession from the Distance University of Madrid (UDIMA).
- Master of Laws (LLM) in International Transactions from Centro de Estudios Garrigues.
