Mariana Samaniego is a principal associate of the Administrative, Planning and Zoning and Environmental Law Department of Garrigues and joined the firm in 2009.

She has extensive experience in advising both the public and private sector on all types of matters relating to administrative and constitutional law.

She has particular expertise in advising on gaming matters, auditing of accounts, public procurement, public services and ports, in assisting clients in administrative proceedings (administrative appeals, penalty proceedings, etc.), and in acting as legal counsel in all kinds of judicial review proceedings and constitutional law proceedings (requests for rulings on unconstitutionality). She specializes in the legal regime for, and organization and operation of, public law corporations, as well as in their dealings with the public authorities.

She also has experience in processes for the preparation of draft legislation at national and regional level.

She is fluent in Spanish, English and French.

• Degree in Law, Universidad Complutense de Madrid.
• Executive Master’s Degree in Business Law, Centro de Estudios Garrigues in collaboration with Harvard Law School.

She teaches at Centro de Estudios Garrigues, IIR and Universidad Menéndez Pelayo, among others, and is a regular speaker at conferences and seminars on administrative law organized by specialist centers and organizations.

Mariana Samaniego is a member of the Madrid Bar Association.
