Lissy is a Senior Associate in the Garrigues Administrative Law Department in the Lima office. She is a lawyer from the University of Lima and had finished a Master's Degree in Administrative Law and Market Regulation from the University of Piura. She has extensive experience advising clients on Administrative Law, public procurement, infrastructure, construction, sanitation, urban planning, food industry, among others.
Experience
Lissy has been a Senior Associate of the Administrative Law Department in the Lima office since 2021, and was previously an Associate since September 2017. Before joining Garrigues, she was Legal Advisor of the Graña y Montero Group from 2014 to 2017, in where she came to work as Contractual Manager of the project "Improvement and expansion of response capacity in the outpatient cancer treatment at INEN".
Throughout her professional performance, Lissy has advised clients from both the public and private sectors, in matters related to administrative law, public procurement, private investment promotion processes, urban planning and matters, both public and private, related to construction -including the negotiation and review of EPC contracts-. In the development of her work, Lissy advises in areas of her expertise, advises on administrative procedures followed before various public entities and provides legal assitance to private companies in disciplinary proceedings followed before public entities. Likewise, she provides advice on everything related to contracts with the Peruvian State, from the public tenders -including procedures before the Public Procurement Court- and execution of contracts for the development of infrastructure projects in general, acquisition of goods and provision of services.
