Francisco Rivadeneira is a senior associate in the Administrative and Constitutional Law area of Garrigues’ Santiago de Chile office. His practice centers on public law, environmental law and public procurement, with a focus on advising domestic and foreign clients in tender processes and in the performance of contracts with governmental agencies. He represents clients before the Public Procurement Tribunal, in proceedings before the Office of the Comptroller General of the Republic, and in ordinary and special actions before the civil courts, the Court of Appeals and the Supreme Court. He has prior experience in the public sector, in addition to postgraduate studies in regulatory law.
Experience
He specializes in Public and Regulatory Law, with a focus on environmental and public procurement matters. He provides ongoing advice to clients on the preparation, structuring and performance of contracts with governmental agencies, particularly in industries engaged in providing services to the public sector.
He has actively participated in the defense of clients in penalty proceedings and administrative litigation, including challenges in public procurement processes, the application of fines and a diverse range of contractual disputes. He provides advice on managing conflicts with inspection authorities and on the design of strategies for handling inspections, audits and administrative reviews.
He also has experience in coordinating and assisting in litigation, including civil disputes and constitutional actions, which enables him to incorporate broader procedural and strategic considerations into the defense of his clients’ interests.
Additionally, he has worked on the development of practical solutions for complying with environmental and sector-specific legislation, including the interpretation and application of new regulatory frameworks, the assessment of regulatory impacts on his clients’ operations, and the development of technical positions before authorities, with a particular emphasis on defending his clients' interests in evolving regulatory environments.
Before joining Garrigues, Francisco was a senior associate at Barros Silva Varela & Vigil (2024–2026), which he joined as an associate (2019–2023). Previously, he had worked as Legal Counsel in the Legal Department of the Municipality of La Florida (2018–2019).
He is fluent in Spanish and English.
