Francisco Borja is a senior associate in the Administrative and Constitutional Law Department at Garrigues’ Seville office.
He specializes in Administrative Law and, in particular, in areas such as public procurement, planning, the environment, mines, public grants and subsidies, tourism, consumer affairs, compulsory expropriation, and financial liability of Public Administrations. He advises individuals, companies and public sector entities on an ongoing basis regarding their relations with Public Administrations. He also participates and acts as legal counsel in numerous cases before the judicial review jurisdiction.
He has a degree in Law and Business Administration from Universidad Pablo de Olavide (Seville) and a Master's Degree for Access to the Legal Profession from UNED.
He is a member of the Seville Bar Association.
Experience
Francisco Borja began his professional career in the Administrative and Constitutional Law Department of Garrigues' Seville office in 2018. After a few years away from the Firm, he rejoined Garrigues in May 2025 as a senior associate in that same Department.
He advises individuals, companies and public sector entities in all areas of Administrative Law and, in particular, on matters such as public procurement, planning, the environment, mines, public grants and subsidies, tourism, consumer affairs, compulsory expropriation, financial liability of Public Administrations, and penalty procedures in all areas of administrative law. He also acts as legal counsel in a considerable number of cases before the judicial review jurisdiction, defending the interests of individuals and entities vis-à-vis Public Administrations.
Similarly, he has extensive experience in the preparation of reports and opinions regarding a broad range of business sectors and has participated in due diligence processes related to industrial, tourism and planning operations.
