Diego Noriega is an attorney specializing in financial law and capital markets, with over twelve years’ experience practicing at prestigious law firms in both Mexico and Germany. He has also headed the legal department of a major investment fund focused on the energy and infrastructure sectors in Mexico.
His practice focuses on syndicated loans, secured financings, refinancings, acquisition financings, and corporate financings, including extensive experience in a wide range of project finance transactions, particularly in the energy and infrastructure sectors.
In the area of capital markets, he has experience representing issuers, underwriters, and other participants in public and private offerings of securities, including the structuring of structured instruments (CKDs, CERPIs, FIBRAs, and FIBRA E).

Throughout his career, he has represented companies, financial institutions, development banks, investment funds, and sponsors in a broad range of complex financial transactions, both in Mexico and internationally.
His experience includes the structuring of syndicated and bilateral financings, both secured and unsecured, and acquisition, real estate, corporate, and project financings. He has also participated in public and private debt offerings; asset‑backed securitizations supported by various asset classes, including infrastructure, government receivables, and real estate; as well as financial restructurings.
Additionally, he has advised on the structuring of private investment funds and structured instruments across various sectors, including infrastructure, energy, and real estate, and has actively participated in complex multi‑jurisdictional transactions, coordinating with legal teams across multiple jurisdictions.
He earned his law degree from the Escuela Libre de Derecho and was admitted to practice upon obtaining his professional license with honors, having successfully defended his undergraduate thesis entitled “The Securitization of Public Assets and Its Implications for the Public Debt Regime of States and Municipalities.” He subsequently earned a Master of Law and Business from Bucerius Law School in Hamburg, Germany, where he completed his master’s thesis entitled “Hedge Funds and Systemic Risk in the Financial Markets.”
