Diana Rodríguez Domínguez is a Senior Associate in Garrigues’ Administrative Law, Urban Planning and Environmental Law practice, which she joined in 2017. Throughout her professional career, she has gained extensive experience advising both private-sector clients and public authorities in the following areas:

• Urban planning and land-use planning. She advises on the preparation and processing of urban and land-use planning instruments, the design of territorial strategies for the development of infrastructure and the implementation of projects and activities, as well as on urban development management and enforcement matters (licences, prior notifications, sector-specific authorisations and proceedings for the restoration of planning legality).
• Port law. She has experience advising on instruments granting rights to occupy and use the public port domain (concessions and authorisations), substantial amendments to concessions, extensions and renewals of concession terms, the development of port projects and infrastructure works, licences for the provision of port services, and the preparation and processing of port planning instruments. She regularly provides comprehensive legal advice to both port operators and Port Authorities in relation to State-owned ports of general interest and regional ports.
• Real estate law. She has provided legal advice on the development and implementation of real estate projects, as well as on the drafting and negotiation of real estate agreements (sale and purchase agreements, purchase options, surface rights, forward leases, etc.).
• Environmental law and sustainability. She advises on waste, packaging (household, commercial and industrial) and extended producer responsibility, including collective and individual compliance schemes. She is a member of Garrigues’ ESG team in Galicia, where she coordinates multidisciplinary and cross-practice advice to clients from a wide range of sectors across the three ESG pillars through various service lines.
• Public procurement. She has experience in drafting specific administrative terms and conditions for public tenders, providing legal advice to procurement committees throughout tender procedures, contractual modification proceedings, extensions, contract close-out and settlement procedures, and proceedings concerning special appeals in public procurement matters.
• Administrative and judicial proceedings. She provides legal assistance in a wide range of administrative proceedings (including sanctioning proceedings and orders for the cessation and suspension of industrial activities) and acts as legal counsel in judicial review proceedings before the administrative courts at all levels, including the preparation and filing of cassation appeals before the Spanish Supreme Court.

Throughout her career, she has regularly advised public and private entities in both English and French, including in domestic and cross-border due diligence processes, and has a particularly strong command of legal terminology in both languages.

She has also volunteered as an instructor on training courses for immigrants preparing to obtain Spanish nationality and has participated in pro bono programmes providing legal assistance to social organisations, NGOs and public authorities.

• Graduate in Law from the Universidad de Santiago de Compostela, with extraordinary end-of-degree award.
• Collaboration scholarship with the Department of Public Law and State Theory at the Universidad de Santiago de Compostela.
• Master’s degree in access to the legal profession from the Universidad de Vigo.

She collaborates with the Universidad Intercontinental de la Empresa as a lecturer on its Executive Program in Corporate Sustainability.
