Carlos is a junior lawyer in the Administrative Law Department at Garrigues’ Lima office. He holds a law degree (summa cum laude) from Pontificia Universidad Católica del Perú. He specializes in administrative and regulatory law in general, with a particular focus on the energy and infrastructure sectors.
Experience
Carlos joined Garrigues as a pre-professional intern in 2022 and was promoted to associate in 2025. He also served as a member of the Disciplinary Tribunal of Pontificia Universidad Católica del Perú from 2024 to 2025.
Throughout his professional career, Carlos has advised clients in both the public and private sectors on matters relating to general administrative law, energy (electricity, hydrocarbons, and natural gas), public-private partnerships, planning and zoning, and environmental law, among others.
