Álvaro Moro is a principal associate in the Administrative Law practice in Bilbao, having joined the firm in 2010. He advises clients operating mainly in the Basque Country and Navarra.

Álvaro has extensive experience advising private companies and public institutions, among others, on the following matters:

• Public procurement: advice to the public and private sector (bidders) on tender procedures, from the preparation and award of contracts to their amendment and termination, covering all types of contracts (works, services, supplies, public works concessions, etc.). Legal assistance in special appeals in procurement matters.
• Planning and zoning: preparation of reports on planning and zoning matters. Advice on the drafting of planning instruments, and on zoning management and enforcement procedures. Challenges to planning instruments.
• Environment: legal advice in relation to environmental licenses and authorizations, environmental impact documents and contaminated land proceedings.
• Regulated sectors: advice on all aspects of the different regulated sectors of administrative activity (at central, regional, provincial and local government level): roads, transportation, telecommunications, mining, water, coasts, and energy.
• Public property: advice to private companies and public entities on public property matters (concessions, proceedings relating to public property, etc.).
• Advice in due diligence processes: preparation of reports on administrative and environmental law aspects.
• Real estate: preparation and analysis of real estate agreements and reports (sale and purchase, lease, surface rights, purchase options, etc., in relation to buildings and land).
• Collaboration with the public authorities in matters relating to the preparation and application of primary and secondary legislation.
• Proceedings relating to the liability of the public authorities (both general and health-related).
