Mexico: New Regulation of the Biofuels Law released defining rules for biofuel production, storage and distribution

This new legal instrument is intended to regulate the provisions of the Biofuels Law that define the legal framework to promote, regulate, and oversee the production, storage, transportation, distribution, and use of biofuels in Mexico, fostering their development as part of the energy transition and the reduction of pollutant emissions.

On October 3, 2025, the Regulation of the Biofuels Law was published in the Diario Oficial de la Federación (DOF). Its purpose is to establish the rules governing the following activities: (i) production, (ii) storage, (iii) transportation, (iv) importation, (v) exportation, (vi) commercialization, (vii) distribution, and (viii) retail sale to the public of biofuels.

The regulation defines, among other relevant concepts, the following: (i) biofuel, (ii) biodiesel, (iii) bioethanol, (iv) biogas, (v) biomethane, (vi) sustainable aviation biofuel, and (vii) green heat.
