Mexico: The Ministry of Energy (Secretaría de Energía, SENER) closes the regulatory loop with new official forms for the entire biofuels value chain
The Ministry of Energy completes the regulatory framework for biofuels with the publication of official forms for permits, authorizations, logs and related procedures. As of 1 September 2026, the entire value chain will be required to comply with new traceability, control and compliance requirements.
On 31 August 2026, the Ministry of Energy published in the Official Federal Gazette (Diario Oficial de la Federación) the Agreement issuing application forms for permits and logs for the production, import, export, storage, transportation, marketing, distribution and retail sale to the public of biofuels; authorizations and logs for the production of biofuels; and notices of commencement of operations, modifications or suspensions, assignments and extensions of those permits and authorizations, thereby supplying the final piece of Mexico’s biofuels regulatory architecture.
