Paulo Mendonça Duarte works as Counsel in the Administrative, Energy and Environmental Law Department. His practice focuses on public procurement and public contracts. Paulo advises clients on regulatory and legal matters in the infrastructures (port and rail sectors), environment and other highly regulated economic activities, such as energy, health, water and waste and electronic communications sectors. He also has large experience in handling litigation before the administrative courts.

Paulo has vast experience in judicial review proceedings, such as opposing administrative acts and regulations, judicial proceedings related to medicines and pharmaceutical law, disputes arising from public procurement and related with the execution of public contracts.

Throughout his professional career, he has provided ongoing advice to public entities and private companies in public procurement proceedings and in the negotiating and monitoring of public contracts.

He also has vast experience in the provision of advice to investors within the scope of M&amp;A transactions in regulated sectors (e.g. energy and industrial activities) and in project finance.

Before returning to Garrigues, where he had already collaborated as a lawyer from 2010 to 2018, Paulo Mendonça Duarte was a lawyer at Linklaters Portugal (2018-2020).

- Graduate degree in Law from the Universidade Nova de Lisboa (1999-2004).
- Postgraduate qualification in Public Contract Law from the Legal-Political Science Institute of the Law Faculty of the Universidade Lisboa (2009).
- Program on Accounting and Finance for Legal Experts delivered by the Lisbon School of Business and Economics of the Universidade Católica Portuguesa (2018-2019).
