Paulo Mendonça Duarte is a Counsel in the area of Administrative, Energy and Environmental Law.
He carries out his activities with a particular focus on matters of judicial review, public procurement and the execution of public contracts, as well as other public law issues in the areas of infrastructures (port and rail sectors), the environment and regulated economic activities, such as the energy, health and water and sanitation sectors.
He has vast experience in judicial review proceedings, such as opposing administrative acts and regulations, judicial proceedings related to medicines and pharmaceutical law, disputes arising from public procurement and related with the execution of public contracts.
Throughout his professional career, he has provided ongoing advice to public entities and private companies in public procurement proceedings and in the negotiating and monitoring of public contracts. He also has vast experience in the provision of advice to investors within the scope of M&A transactions in regulated sectors (e.g. energy and industrial activities) and in project finance.
Before returning to Garrigues, where he had already collaborated as a lawyer from 2010 to 2018, Paulo Mendonça Duarte was a lawyer at Linklaters Portugal (2018-2020).
He has been mentioned in international legal rankings in the area of Public Law (e.g. Chambers and Partners, Best Lawyers).

Graduate degree in Law from the Universidade Nova de Lisboa (1999-2004).
Postgraduate qualification in Public Contract Law from the Legal-Political Science Institute of the Law Faculty of the Universidade Lisboa (2009).
