Arantxa Forn Bagó is a senior associate in the Administrative Law, Planning and Zoning and Environmental practices.
She has extensive experience in advising public authorities on the different areas of administrative law, particularly in relation to local government entities, providing recurring advice on matters such as public procurement, property, public ownership, the environment, planning and zoning matters, etc.
She has a wealth of experience in acting as legal counsel in judicial review proceedings of all kinds relating to administrative law matters, in both the public and private sector.
Arantxa has also notably participated in numerous projects and transactions, reviewing compliance with zoning and environmental legislation and regulatory provisions, and advising on proceedings relating to the authorization and entry into operation of service and industrial activities and facilities with regulatory repercussions.
Arantxa Forn Bagó is a senior associate in the Administrative, Planning and Zoning and Environmental Law Department of Garrigues, and joined the firm in 2001. Over her professional career, she has participated in numerous engagements in the field of administrative law, notably:
- Planning and Zoning
- Involvement in the drafting of urban development instruments in the zoning management and planning phase, and of condemnation plans, etc.
- Preparation of submissions and appeals relating to zoning management and planning instruments and condemnation plans.
- Advice on and preparation of zoning contracts.
- Legal advice on zoning enforcement procedures, such as obtainment of licenses, penalty proceedings, proceedings to restore compliance with planning and zoning regulations.
Environmental:
- Advice on procedures for the obtainment, amendment and update of environmental instruments for the establishment and operation of activities of all kinds (Integrated Environmental Authorization, environmental licenses, statements of responsibility and prior notifications).
- Advice on administrative proceedings relating to the review of the indicated environmental instruments, penalty proceedings, interim measures, closure orders.
- Advice on proceedings linked to the production and management of waste, effluent, atmospheric emissions.
Agri-food: Legal advice on specific agri-food proceedings, in particular proceedings relating to irrigation rights, administrative concessions and operating authorizations.
Legal Due Diligence: Advice to companies in acquisition processes on aspects relating to zoning, the environment (environmental licenses, discharge declarations, etc.), sector authorizations (food companies, health, industry, nuclear energy, etc.), contracts, subsidies, etc.
Judicial review matters: Case management of numerous judicial review proceedings relating to public law, environmental and planning and zoning matters, acting for both the defendant and the plaintiff, defending and advising both public entities and private companies.
Degree in Law from Universidad Pompeu Fabra de Barcelona (1997 – 2000). Master’s Degree in Public Law and Administrative Organization, Instituto de Formación Continua, Universidad Pompeu Fabra (October-June 2001).
Arantxa has also completed a number of specialist courses, notably including:
- Postgraduate Course in Zoning Management. General Level. Centro de Política del Suelo y Valoraciones, Universidad Politécnica de Catalunya, October and November 2002.
- Course on Planning and Zoning Management in the Autonomous Community of Valencia, Centro de Estudios Delta, October-December 2004.
Between 2009 and 2014, she lectured on Legal Architecture as part of the Degree in Architecture offered by Universidad Cardenal Herrera (CEU).

She has been a practicing member of the Barcelona Bar Association since 2001.
