Josep Sempere is a Counsel in the Administrative Law, Planning and Zoning and Environmental Law Department of Garrigues, where he practices in the areas of public procurement, planning and zoning, public property, environment, condemnation, etc. He handles complex lawsuits and provides ongoing advice on public law matters to companies and entities in the public sector. After joining the firm in 2005, he has spent his entire professional career at Garrigues, working out of the Valencia and Alicante offices.

Josep Sempere is a Counsel in the Administrative Law, Planning and Zoning and Environmental Law Department and joined the firm in 2005. Over the course of his professional career, he has participated in lawsuits and provided ongoing advice on public law matters to companies and entities in the public sector, including:

- Lawsuits relating to public procurement (termination of contracts, contractual adjustments, challenge of tender specifications and other procurement matters).
- Lawsuits relating to planning, zoning and public property (claims for liability against the public authorities, administrative concessions, etc.).
- Regulatory advice to businesses on the establishment of production activities (industry authorizations, etc.).
- Legal opinions and advice on M&amp;A deals, with a special focus on the health and social services sectors, including due diligence processes.
