Fernanda Riveros joined Garrigues in August 2026 as Principal Associate in the Administrative Law Department, Santiago de Chile office. With over 12 years of experience in the public and private sectors, she specialises in regulated markets, particularly in energy regulation and energy project development. Her practice encompasses the full regulatory cycle of the energy sector, tariff proceedings, and engagement with regulatory bodies and courts.

Prior to joining Garrigues, Fernanda headed the Legal Division of the Chilean Ministry of Energy (2022–2026), where she led the main regulatory reforms in the energy sector, including tariff normalization, the energy transition, and the acceleration of electricity transmission development.

She holds a law degree from Universidad de Chile, an MSc in Regulation from the London School of Economics and Political Science (LSE), and a Master in European and International Energy Law from the Technische Universität Berlin.

Fernanda advises clients on energy regulatory matters and project development, including electricity transmission, non-conventional renewable energy, sector-specific permits, electricity concessions, power purchase and connection agreements, and regulatory compliance.

Her deep understanding of the Chilean energy regulatory framework enables her to anticipate regulatory risks and deliver strategic counsel in a rapidly evolving environment. Her experience spans tariff proceedings, disputes before the Panel of Experts, and actions before the Ministry of Energy, the National Energy Commission, the Superintendency of Electricity and Fuels, and the Comptroller General.

Prior to joining Garrigues, Fernanda served as Head of the Legal Division at the Ministry of Energy (2022–2026); as a regulatory consultant at IESD SpA (2021–2022); as a founding partner at Energie Fern Consulting (2020–2021); and as a lawyer at the Ministry of Energy (2014–2018). She also completed a research internship at the International Energy Agency (IEA), Paris (2017).
