Ainhoa Alustiza Kapanaga is a senior associate in the Administrative Law, Planning and Zoning, Environment practices.
She has broad experience in advising private operators and public institutions:
Advice to the public and private (bidders) on public procurement, from preparation and award of the contract to its amendment and termination, with respect to all kinds of contracts (works, services, utilities, public works concessions, etc.). She acts as legal counsel in special procurement appeals.
Preparation and analysis of real estate reports and contracts (sale and purchase, lease, purchase options, etc. relating to land and properties).
Collaboration with the public authorities in matters related to the preparation and application of both statutory and regulatory provisions.
Advice on public assets and on alienable and inalienable property in the public domain.
Zoning management and enforcement.
Legal assistance in administrative proceedings, including penalty proceedings and judicial review proceedings.
Due diligence processes and preparation of reports on various issues related to zoning and industry-specific legislation.
Subsidies and public aid.
Advice on all aspects relating to the different areas of administrative activity at state, regional and local level: roads, transport, telecommunications, mines, water, coasts, energy, etc.
Ainhoa Alustiza Kapanaga has been a lecturer in constitutional law at Universidad de Deusto (Bilbao) since 2013.
