He was previously head of the administrative law practice at Peruvian law firm Ferrero Abogados. Victor Baca has acted as legal counsel on major projects, advising on the obtainment of enabling instruments, on public procurement and promotion of private investment, and on penalty proceedings. He has also issued numerous reports and legal opinions for various public and private entities in the telecommunications, energy, construction, ports, mining and fishing industries. Aside from his professional experience, Víctor Baca has also had a long academic career, having authored numerous publications, particularly on matters of public procurement and administrative law penalties. He gained his law degree from Universidad de Piura and a Doctor of Laws from Universidad de Valladolid (Spain) and currently teaches at the Law Faculty of Universidad de Piura, where he is director of the Master’s Degree in Administrative Law and Market Regulation at the Lima campus. Victor Baca is also a member of the Committee for the Elimination of Bureaucratic Barriers of the National Antitrust and Intellectual Property Institute (INDECOPI) and an arbitrator at the Center for Arbitration of the Lima Chamber of Commerce and the American Chamber of Commerce of Peru (AMCHAM). Víctor Baca will be based at the Lima office, which boasts a team of over twenty lawyers (including five partners) specializing in the main areas of business law and catering to both local clients and international investors.
