**Royal Decree-Law 22/2026 contains a special program for temporary layoffs (ERTE) due to force majeure, full exemptions from employer contributions, and deferred social security contributions for companies, workers, and self-employed individuals with ties to Ceuta.**





[Royal Decree-Law 22/2026 of September 1, 2026, approving urgent social and economic measures to support the city of Ceuta](https://www.boe.es/buscar/act.php?id=BOE-A-2026-18429), published in the Official State Gazette (BOE), contains labor and social security measures for companies, workers, and self-employed individuals with ties to Ceuta, in relation to the events occurred on or after July 30, 2026, and comes into force on September 3, 2026.

The main labor measures are as follows:

- Special provisions are put in place on temporary layoff (ERTE) programs based on reasons stemming directly or indirectly from the events that occurred in Ceuta between July 30 and December 31, 2026. They will be processed under the force majeure rules, and the labor inspectors’ report will be optional. No waiting period will be required for the acknowledgment of benefits; receiving benefits will not deplete contributory entitlements, and the amounts will be calculated by applying a 70% rate to the computation base.
- Companies with contribution account codes and a registered business address in Ceuta will be eligible for full exemption from employer social security contributions for nonoccupational contingencies in relation to their employees and to the periods and percentages of working hours affected by the temporary layoff (ERTE), in connection with contributions accrued between September and December 2026.
- Companies with ties to Ceuta will be able to apply for special deferred payment of social security contributions and amounts paid jointly with social security contributions. The deferral will be allowed in connection with contributions accrued between September and December 2026.
