**A number of measures to promote energy efficiency are laid down and the legislation will have to be adopted before January 2025.**





[Directive 2023/1791 of the European Parliament and of the Council](https://eur-lex.europa.eu/legal-content/ES/TXT/PDF/?uri=CELEX:32023L1791) on energy efficiency and amending Regulation (EU) 2023/955 establishing a Social Climate Fund was published on September 20. Its objective is to establish a common framework of measures to promote energy efficiency within the European Union.

Under the energy efficiency first principle, the new directive imposes on member states the obligation to collectively ensure a reduction in energy consumption by at least 11.7% in 2030, compared with the projections of the 2020 EU Reference Scenario, so that the Union’s final energy consumption amounts to no more than 763 Mtoe. Member states are also called on to collectively contribute to the indicative Union primary energy consumption target amounting to no more than 992,5 Mtoe in 2030.

The directive also sets an annual energy savings target which will gradually increase to reach 1.9% on December 31, 2030.

Member states must adopt the legal regulatory and administrative provisions to fulfill these requirements before January 2025.
