# Mexico: New rules published for electricity generation under the interconnected self-supply scheme

**The National Commission for Regulatory Improvement (CONAMER) has published a draft resolution through which the National Energy Commission (CNE) sets forth the requirements to obtain a generation permit under the interconnected self-supply scheme for power plants with a capacity of between 0.7 and 20 MW.**
The resolution aims to streamline the permitting process and provide legal certainty to individuals and legal entities interested in developing generation projects under the self-supply model in accordance with the Electricity Sector Law.
**Main requirements for the permit application:**
- **Submission of a form authorized by the CNE**, which must include:
- Applicant’s information (name or corporate name, address, and email).
- Sworn statement regarding legal representation and, if applicable, project financing.
- Type of technology and primary fuel to be used (if applicable).
- Generation capacity (AC/DC) and estimated annual generation of the power plant.
- Georeferenced location proposal of the power plant.
- Information on backup (if the generator is intermittent).
- Identification of self-supply users through the associated private network.
- General financial plan.
- Acknowledgment number or final resolution of the authorization regarding social impact in the energy sector.
- Results of the impact study or fast-track version, as applicable, in accordance with the interconnection request procedure for power plants or load centers, pursuant to the relevant manual.
- **Legal documentation:**
- Official ID (for individuals).
- Articles of incorporation and statutory amendments (for legal entities).
- Founding documents (for public entities).
- Official ID and power of attorney of the legal representative.
- **Technical and financial documentation:**
- Simplified one-line diagram of the power plant with the proposed interconnection point.
- Simplified construction schedule.
- Business plan (if the plant is not yet installed).
- Financial statements for the last 2 years.
- Evidence of experience in similar projects.
- **Other documents:**
- Corporate and shareholder structure diagram.
- Proof of payment of applicable fees.
- Any other document required by the CNE through the issuance of corresponding provisions.
**Additional considerations:**
- The Resolution will enter into force once the regulations of the Electricity Sector Law and the Energy Planning and Transition Law are enacted (expected by September 2025).
- The CNE must register the procedure in the National Registry of Procedures and Services and publish the authorized application form on its website and in the Official Gazette of the Federation upon the Agreement’s entry into force.
- Permit holders must comply with the contract models, calculation methodologies, and compensation criteria issued by the CNE.
The resolution is available on the CONAMER portal. However, the Ministry of Energy has requested an exemption from the regulatory impact analysis, so it may be published soon in the Official Gazette of the Federation.
