# Mexico: The National Energy Commission (CNE) proposes simplification of the procedure for public sale of petroleum products

**Aiming to support energy policy objectives and regulatory improvement, on June 27, the National Commission for Regulatory Improvement (CONAMER) published on its website the draft of the agreement to simplify the procedure for granting public sale permits at petroleum product service stations (excluding LP gas).**
The agreement seeks to reduce the response time for the procedure and facilitates compliance with applicable requirements through the following improvement actions:

Requirements once the agreement becomes effective:
- Single application form available on the [National Energy Commission’s website](http://www.gob.mx/cne).
- Diagram of the corporate and shareholding structure of the company, meaning the applicant’s share capital, specifying the contribution or the ownership percentage of each partner or shareholder, identifying individuals or groups who directly or indirectly control the company.
- Documentation proving ownership or legitimate possession of the property where the permitted activity will take place (if applicable).
- Valid tax status certificate.
- Positive resolution of the preventive report issued by the National Agency for Industrial Safety and Environmental Protection of the Hydrocarbons Sector.
- Proof of payment of the applicable governmental fees.
- Document containing the technical specifications of the project, i.e., a simple copy of the full document of the NOM-005-ASEA-2016 Report and the General Plan of the Service Station.
**Additional considerations**
- Applications submitted before the agreement becomes effective and ratified in accordance with the agreement published on June 5, 2025 - through which the CNE resumed deadlines and terms - will be resolved under the regulations in force at the time of submission.
- The CNE must publish the new single application form on its website and in the Official Federal Gazette within five business days after the agreement becomes effective.
- The agreement will become effective concurrently with the regulations of the Hydrocarbons Sector Law and the Energy Planning and Transition Law.
Finally, it is important to highlight that CONAMER authorized the exemption from the Regulatory Impact Analysis for this agreement, so this may be published soon in the Official Federal Gazette.
