Víctor Baca joined Garrigues as an Of Counsel in January 2016.

He previously led the administrative law practice at Ferrero Abogados from October 2011 to December 2015, providing advice on matters relating to procedures for the obtainment of enabling instruments for the development of major projects, penalty procedures, public procurement and the promotion of private investment, among others.

He has prepared reports and legal opinions in his areas of expertise for numerous public and private entities, including major telecommunications and energy firms, construction firms, port operators, companies in the mining industry and fishing enterprises, among others.

His public sector clients have included the Ministry of Energy and Mining, the Ministry of Transport and Communications, the Metropolitan Municipality of Lima, the Supervisory Body for Private Investment in Energy and Mining (OSINERGMIN), the Environmental Oversight and Assessment Body (OEFA) and the judiciary, among others.

He is an arbitrator at the Center for Arbitration of the Lima Chamber of Commerce, the American Chamber of Commerce of Peru (AMCHAM) and the Lambayeque Chamber of Commerce and Production.

He has been a member, since July 2014, of the Committee for the Elimination of Bureaucratic Barriers of the National Antitrust and Intellectual Property Institute (INDECOPI). Since 2005, he has been a member of the Consumer Protection Committee of the INDECOPI of Piura, Ica and Lima (Committee no. 2 of the Central Office), which he chaired for two years.

He is a professor in Administrative Law at Universidad de Piura and currently co-edits the law faculty journal. He is also the director of the Master’s Degree in Administrative Law and Market Regulation and a professor of the Diploma in Administrative Penalty Law organized annually by the university.

He is also a professor of the Diploma in Administrative Penalty Law organized annually by the Faculty of Law of Universidad de Valladolid.

He has been a professor hired under a competitive procedure at the Faculty of Law at Universidad Nacional Mayor de San Marcos and is an honorary professor of the Faculty of Law at Universidad Nacional de Piura.

He has also lectured on various specialist courses organized by universities and public institutions, notably including the specialist courses organized by regulatory bodies, such as the Supervisory Body for Private Investment in Telecommunications (OSIPTEL) and OSINERGMIN.

He has been a speaker at numerous events relating to his areas of expertise, both in Peru and abroad.

He is a member of the Latin American Administrative Law Forum.

Postgraduate studies on the doctorate program in “Public Law and Economics” at the Department of Administrative Law and Public International Law, leading to the obtainment of Research Proficiency in the area of administrative law (2001)

He has coordinated a collective work on administrative procedure and has authored numerous academic articles published in collective works and journals in Peru, Spain, Uruguay, the Dominican Republic, Puerto Rico, Venezuela and Panama. Some of his notable publications include articles on administrative penalty law, public procurement, arbitration proceedings with the State and administrative procedure.
