Miguel Loya is a partner in GARRIGUES’ Administrative and Zoning, Planning Law Department and Environmental in Madrid, where he has pursued his professional career since 1998.
Over the course of his career, he has developed a high degree of specialization in administrative law and, more specifically, in several specific areas such as gaming, the electricity industry, road infrastructure and the organization and functioning of public authorities.
He has extensive experience in all kinds of administrative proceedings (administrative appeals, penalty proceedings, public procurement, etc.) and judicial reviews, as well as proceedings involving various bodies and industrial sectors (National Energy Commission, National Securities Market Commission, Accounting and Audit Institute, AEM - Spanish Maintenance Association , etc.).
Miguel Loya has participated in the preparation of draft legislation at national and autonomous community level. He has also provided advice on several multilateral financing projects (European Union, World Bank, Inter-American Development Bank, etc.) in Latin American Countries (infrastructure, justice).
He has also been involved in a large number of projects relating to the execution of public infrastructure (roads, water, hospitals, public buildings) and has a wealth of experience in different public procurement-related issues. Also worthy of note is his extensive expertise in gaming matters (at national level—deregulated and reserved—and autonomous community level), the regulation of the electricity industry and the rules on liability of public authorities.
Throughout his career, he has been involved in matters concerning the legal framework applying to savings banks, institutional reorganization and changes to management methods for public services; privatization of public industries and services; the rules applying to assets owned by public authorities; water supply, sewerage and treatment; coasts; mining; as well as planning rules and zoning enforcement.
Miguel Loya is involved in various teaching activities such as the Master’s Degree offered by Universidad Europea de Madrid and the Administrative Law Practice Course organized by Universidad Pontificia de Comillas (ICADE).
He is also a regular speaker on gaming, public procurement and infrastructure.
Recipient of a Client Choice Award 2011 from the International Law Office in the area of public law.
Miguel Loya is a member of Madrid Bar Association and Patron of the Foundation for Law and Disability.
Degree in Law and Associate’s Degree in Business Management from Universidad San Pablo CEU Madrid.
Miguel Loya has contributed to various publications such as “The Law on the Safeguards for and the Rational Use of Medicinal Products and Medical Devices: Commentaries and Concordance” (*) published by Thomson Aranzadi in 2007, and “Public Procurement” (*) (Legal Handbook for Engineers) published by La Ley-Iberdrola en 2010.
